Information System Manager, Ukraine 

The starting salary package for this position is £46,860 GBP / approx. $56,153 USD including all allowances  

About the Ukraine Programme:  

Since the Russian invasion of 24th February 2022, Ukraine has been subjected to heavy artillery bombardment, missiles and air strikes, as well as the use of landmines and cluster munitions. The scale of the conflict and the use of high impact and indiscriminate weapons requires an urgent and extensive response.  MAG responded to the crisis in 2022 and is now in a dynamic scale up phase having secured funding for 2023/24 and is conducting explosive ordnance risk education and recruiting multiple demining teams. The programme has representation in Kyiv and Kropyvnytski. 

About the role: 

This post reports to the Technical Operations Manager (TOM). The Information System Manager will support the operations department and contribute towards the successful delivery of MAG’s Country Operational Plan, to ensure high levels of safety, quality, innovation and continual improvement, and promote the sharing of expertise and development inside MAG.  

The postholder will manage the Ukraine Information System, ensuring that it efficiently and effectively collects, validates and analyses data and provide support to train and capacity-building a new team of information system staff to ensure that information system services are delivered accurately and timely to all internal and external stakeholders. In addition, the Information System Manager will develop, maintain and implement policies, procedures and systems to maximize the efficient provision of information system service.  

About you: 

You will have a solid track record of progressively responsible experience in the design, development, implementation and management of IM/GIS projects and field experience in all relevant IM/GIS operational approaches and methodologies. You will also have strong experience in GIS, quality assurance, monitoring and evaluation of IM/GIS projects and capacity building. Experience in spatial analysis applied to performance analysis mapping, explosive ordnance contamination mapping and others (eg floods, earthquakes, etc.) is essential. In addition, you will be familiar with ArcGIS Enterprise and ArcGIS online in mine action.  

Excellent communication and interpersonal skills, with the ability to establish effective working relationships and influence a variety of stakeholders are required. In-depth knowledge of spatial analysis, geostatistical techniques, ESRI ArcGis platforms and high level of proficiency in MS Office applications and databases are essential to succeed in this role. You will also possess strong project management and organisational skills with the ability to plan and coordinate multiple activities, think strategically, set priorities and make sound decisions. The IM Manager will manage a heavy workload and should be able to successfully work in a hostile environment and under difficult circumstances. A proven ability to work as part of a remote team and foster constructive working relationships within the organization and external stakeholders, including national and regional authorities is required. 

Experience with programming languages, such as Python and SQL is desirable, as well as knowledge of ArcGIS Enterprise and IMSMA CORE.
